There are very very few tropical areas where people drive on the right side of the road a la America. And they definitely dont in southeast asia.
In other games you've seen steering wheels on the right side of the cab, including the fact this game is made by japanese people. This is thus an artistic choice to be accurate to where they are basing it on- further increasing the chance its Hawaii
