Can imagine some of the dogs/house-pet types like Lillipup or Yamper would also be relatively easy as long as you give them basic care and love. The real problems would probably come about from a properly wild asshole like a Patrat or a Pidgey which would not only need to be tamed but also shown the same amount of care and affection.

I'm guessing little kids with very weak mon would have free healthcare, hence the games' portrayal, but otherwise it'd be a sort of insurance-like deal yeah. Stronger trainers likely need to pay more for the facilities based on their team and/or tendency to get their mons noticeably injured. Champion probably gets it free though.
