Not only is Larvitar and pupitar weaker than other avliable pokemon in the same area, it levels up much slower. Ttar doesn't evolve til 55, and Johto's E4 is in the mid 40s, you won't see him til Kanto, maybe the E4 if you deliberatly focus on him, and by then you deserve to have that powerhouse. Your choice is between a mon who's solid all the way through the game, or a mon that's underpowered but has a big payoff if you stick with it. It's the exact logic as magikarp but with even more dedication. If you tack him onto the final post-game dungeon he starts out at like level 35 and you can power level him to 55 with E4 grinding easily, then your cool tyranitar is useful for exactly 1 battle.
