Look at Gamefreak's concept art of the gen 2 Pokemon. They're mostly single-color sketches that were intended to portray an idea on what the Pokemon would look like and be based upon. These images have the same idea behind them.

The program was made in 2003 I think, around the time Ruby and Sapphire were released. It was a simple 'walking around, oh look a door let's change the map!' program, but still, yes, a program was made. Kind of like what gen /vp/ has, except not as advanced (this sentence physically hurt to type). The version names were to be Glacier and Storm I believe. There was a region map, characters, gyms, all that stuff. But all I have are the fakemon.
This was also the time when most kids went through their 'pikermen is returded' phase, and so we lost many people. Not to imply that this would ever have been finished. Obviously the chances of any fakemon project being completed are 1 in a billion.
