What is important for a rival character isn't their own journey as a character, whats important is how they fuel your own jounrey which Blue does better then most by
A. Being a twat as you said making the player have a strong desire to be a thorn in his side and
B. Reaching your goals before you giving the idea of an actual rivalry.
