Entei resembles a St.Bernard, which was also suggested on bulbapedia, and looks like a dog more than it does a lion. Raikou is prominently feline-like, being the only one to bring the 'dog' idea into question. He's obviously a cat. I suppose their designs were meant to be ambiguous, and 'beast' like, but Suicune and Entei could be dogs.
