That's because the game has the card album, which contains the pokémon's info and its "USED" flag (which prevents you from picking more than one from the DELIVERY GIRL), and you can delete that since it'd be useless after receiving it once. But any WC you download into your game, regardless if you picked it or not from the Delivery Girl, has its ID registered in the "Received List" and legally stays there forever. That list is what prevents your game from DOWNLOADING the WC again, which is the "You've already received this gift" error. Pic related has this list and a little box of mons, which represents the card album. Look at pic related how the list of received is larger than the "album" box and how I can delete them with PKHeX if I want to clean my save.
I'd say this earlier but I forgot about discarding cards in-game so I thought the two boxes would always align legally.So this basically confirms that if they start checking this, they'll just look at IDs. And if PS really uses shit like 9999 to prevent overlapping with legal events, you're fucked.
tl;dr If you have PS don't use the pokémon spawner that uses the delivery girl. And if you already did and can use PKHeX delete their IDs from the Received list.
