Malva is a corrupt newswoman. The scientists openly hate poor people, and they've been recruiting similarly minded individuals. They use their technology to spy on the public. All of this shit is in the game, and pretty topical. But they aren't seen as a credible threat until the game is about over, so the pacing is weird.
