Boomburst is all you need on this, everything bar dedicated special walls and bulkier resists gets 2HKOd even from unboosted base 120 with Timid nature. Heck, even Earth Power is optional, it hits only select few targets like Heatran, Xzard and Diancie (resisted Boomburst hits as hard as neutral EP), so you can dedicate other moveslots to things like U-turn, Roost and Defog.
Probably won't make too much impact in OU, it's like Mega Pidgeot with a few speed points less, stronger nuke with garbage offensive type and Defog support, but it may become a murder machine in UU.
