It could've expanded on the concept of Project Mew, with Goh, Gary, and Horace traveling across the regions, researching and encountering legendary Pokemon and the myths/lore surrounding them, in order to better understand their role in the ecosystem and researching potential connections to Mew, on top of doing normal Pokemon research, of course. Along the way, they encounter and thwart evil teams, poachers, and other bad guys. And Ash is tagging along because, let's be real, you just know he'd be super excited at the prospect. By keeping the region-hopping form of storytelling introduced in Journeys, it opens the door to a wide variety of plot possibilities, including incorporating areas/towns from the games and other material the anime never covered, as well as allowing characters both old and new to appear.
