The original event for it was never released, making it feel more unobtainable in a way, then in the proceeding games it does all this freaky shit to give you an egg of the creation trio pretty much implying it's much more powerful than them. The fact that no main story touches on Arceus helps make it feel that much less tangible. The pokedex and fans tend to treat it like some literal pokegod too. It all comes together to make it feel very mystical to me.
I always did have a sort of fascination with god characters, though.
