If you wanna run xspeed it's fine but it's the lesser choice for mew as you cannot take advantage of it during move animations to escape the endlag. Which is usually when mew finds trouble because he's immobile during most of them except surf or agility being able to create great distances by stacking it with agility in the blink of an eye is a great benefit even with the CD being so high.
