There is a Pokemon Center in Osaka! It's located in Umeda in a department store named Daimaru. You get off at Nissi-Umeda subway station and follow the signs to the 'South Gate', exit 2. They're open regularly until 8pm.
Daimaru is not really what you'd expect. THe Pokemon center is on the first floor and right when you get out you can see swarms of people and children, but as you walk further into the store it's actually not a divided store. It's a open market-style floor where the back of the floor away from the elevator is a Uniqlo, a women's fashion store that's well-known in Asia.
