Something that bugs the shit out of me is Ice Beam's stupidly wide distribution. Almost every fully-evolved Water type learns it. More Water types learn Ice Beam than there are Ice types in the game. Even Pokemon based on tropical shallow water fish (like Luvdisc) learn Ice Beam.
Not only do they get coverage to hit two of the types that resist their STAB, most Water types get the best special Ice attack in the game. It'd be like if every Fire type ever learned Thunderbolt and every Grass type ever learned Surf or Scald.

Then let every Ice type in the game learn Surf. Goodness knows most Ice types would appreciate an actual movepool.
