I personally think the movepool Eleki has is on purpose, and one of the best balance decisions Game Freak has made. It's the fastest Pokemon by far, has incredible utility, and a strong neutral STAB with its ability. I think if it got too many coverage options it would be able to handle too many situations and turn into another nightmare like Cinderace. I actually think Weather Ball is perfectly ok, since it's conditional and Shadow Ball shouldn't be too bad either, but I don't think it should get Energy Ball or Ice Beam, or frankly anything that hits Ground types. Hope you see where I'm coming from
