Do you think a whole ass region of land should just be considered part of the same area as a thoroughly established region of land in the last game? They're called regions, not countries. It's not the country of Kanto, it's the region of Kanto. Johto is the Johto region. Its unique Pokemon aren't supposed to be unique to it like what Hoenn established this franchise as being, they're brand new evolutions and babies that were discovered to be related to the originally discovered 151. Ho-Oh was established to exist as early as Episode 1 of the anime and it just wasn't truly recorded until 3 years later
