We know that Ohmori and Masuda have stated that making every game unique with these gimmicks is important to them. We also know that Masuda who is overseeing BDSP directed X and Y which introduced Mega Evolution and is therefore aware of the connection between Rowan and Sycamore in the lore. He may also be partial to the mechanic given that he likely had a hand in the creation of the concept. We also know that ILCA has not developed a game of this scale before and was likely given a remake as a simpler development project for their first outing working with TPCI. So, I think that it also makes sense to conclude that rather than try to come up with a new gimmick for BDSP, ILCA's team would more likely opt to use one that already requires the least amount of "heavy lifting" in the programming department. advertising cycle is very different for TPCI because unlike with ORAS for example, TPCI has been putting out several other products this year that they have wanted to succeed. New Pokemon Snap in April and then especially Pokemon Unite this Summer. In the case of SwSh LGPE and ORAS, there were no other Pokemon games that a main game could "steal the spotlight" from. BDSP and Legends are different in that respect and I don't think that TPCI wants the side games (especially Unite) to be overshadowed by the next big holiday Pokemon title.
