If they only wanted people to play the game while walking, they should have implemented their speed-based content locks on everything, not just egg-hatching. They obviously thought hatching eggs while driving was fucking stupid, why didn't they also think catching Pokemon and hitting Pokestops was too? Did they just not even think of it?
So because they staggered these content locks, players thought for a long time they were in the intended playerbase, when in reality, they actually weren't. So, reasonably, they're upset now that they've been forced to leave the playerbase. If Niantic had implemented all of these content locks right away, then people wouldn't have bothered playing the game at all. But Niantic is obviously a very inexperienced developer company and they were handed a behemoth of a project they weren't prepared for, and it shows to this day.
