I have no qualm with pokemon like Tyrogue or Munchlax since I can accept that Snorlax and Hitmonchan look more like adult forms of Pokemon. That's fine.
These things add nothing to their lines, it was already palatable to see pokemon like Clefairy and Jigglypuff and Pikachu as infant forms since they're small and have incredibly simple designs. These things don't add anything to them.
But by far the worst, most unnecessary baby pokemon is probably Chingling
