leon is your rival's older brother and far older than you so he doesn't really have a reason to get too close to the player
nemona on the other hand is around your age and is both your neighbor/classmate/mentor so her grooming you to be her perfect rival because she has an autistic obsession with battles is more endearing to the male audience
or at least I assume it isit's like zoomers with their whole "mommy gf" trend, having someone care about something to an almost-but-not-quite obsessive level and wanting you to be part of it is endearing to some people

nemona being this obsessive over battles wasn't really shown in the trailers, the website said she really liked them but all of the dialogue we saw from her pre-release was just generic rival banter
iono got two whole videos promoting her and she's not stuck in the generic school uniform like nemona either so artists were drawn to her, a lot of her hype was built before the game even came out like marnie
