A "legal loli" is not really a loli; just as a MtF transexual is not really a woman. Sure, there are some rare instances in which women suffer from paedogenetic diseases which halt their sexual and physical development into adulthood. But the frequency of these cases is so infinitesimally low it is not something that can realistically be sought after, unless you literally scour the entire globe for decades looking for a mate.
