I mean, it's the same game as Red and Blue, only difference is the main menu title being "Green Version" so the translation thing would be trivial. Porting this would be so effortless but they still don't want to.
LeafGreen did fine and sold pretty well and nobody cared about "muh western rival colors are Red and Blue!!", so why they are still afraid to release this worldwide?
