Green did use Leafs clothes in the manga though.
Green is an actual character. She's cute, funny, has an interesting personality, has multiple canon designs, and is a popular character.
Leaf is ugly, not popular, stuck in FRLG(worst remakes) and is basically forgotten about by both the fanbase and by Game Freak.
