Fortunei is that hero. The reason he is still alive today is beacuse he is immortal (youth-wise) after saving the world and interactions with Xochi. What attracts him to Urobos again is that he got a feeling that that shit is happening again, but this time he wants to watch and play with people minds. He can also stop the Quetz again if no other of the current time manages.
Beign immortal explains his mysterious and odd behaviour and also the ability to forsee stuff; He has seen it all before.
The air of mystery would be really useful, because we could either play that to our advantage and keep his backstory intentionally foggy throughout the whole game, or reveal all in a grand spectacle.>The End-game Challenge End-game battle like Red, only harder.
This could be fused with the "ancient hero"-concept to see that he wants to test the new hero.
