Try Pokemon Infinite Fusion (4.9 not the beta). It's got a huge amount of mons, more than you could possibly use, though only a portion have proper sprites.
You can make a completely viable team of only eeveelutions fused with anything, even the other eevees. Eeveelutions have some favoritism and have a lot of sprites.
You get eevee and ditto at the same city, celadon.
