Remember that almost everything in the first two games is a Pokemon facsimile of something, Pokemon Cruise, Pokemon Cemetery, Pokemon Dojo, so as to involve the child player character. If your metric is a world in which a disinterested adult can say "Oh, all those Pokemon look the same to me", I wouldn't say that is impossible in the later games.
