Make them themed, but not around types. Jobs, interests, hobbies, mythology... Sky's the limit really. You spent the entire game fighting people who only use one type and are super easy to beat if you know the matchups. Make the final few battles intersting. Have fun with it. One of them could be intersted in the occult who uses spooky mons like Beeheeyem, Houndoom and one ghost type that isn't Gengar. Make another one that is Kaiju buff that uses mons like Blastoise, Volcarona, and Tyranitar.
