It makes for a good anti-lead, since it's only outsped by deoxys-s, ninjask, and accelgor.
Here's my setup that I usually use:
Ability: static
item: none / red card
nature: timid
252 spe / 252 HP / 4 spA
-taunt
-volt switch
-hidden power Ice
-thief / magic coat
HP ice does ~64% damage on gliscor and landorus, guaranteed 2HKO if they switched in on it. Only downside is that you have to have a flying type for the inevitable ground pokes. (I balance this out with Gyarados)
