They're as much involved with TPC's decisions, as they own it and gave it its mandate, in conjunction with Iwata/Nintendo and Ishihara/Creatures. Game Freak operate on independent contract with Nintendo (as in Nintendo gives them the budget to make a Pokémon game and the release date they wish for it, Game Freak make the game and tell TPC how they want to market it, TPC then go and tell TPCi how they have to market it) and are in a position where only they are allowed to add new stuff to the canon (all of GOshit's additions were GF staffers' work, in addition to Masuda and a few others helping to build the thing).
Or is it easier to just blame a boogeyman for the reality of growing up and seeing the kiddy series continue to shill at children, like it did to you in your youth?
