This allows for Pokémon to have roughly the same overall stats at long as the benchmark can be reached. The only difference is that attack contributes more combat power than defense or HP (effectively, it costs more resource points to invest in attack than it does defense and HP), which means that Pokémon with more defense-and-HP-weighted stats (and Pokémon with high defense and HP IVs but low attack IVs) will technically have better overall stats than other Pokémon. Since combat power is also based on a multiplier than shrinks in slope the higher you get, you are technically getting more points out of higher level Pokémon that don't have very high combat powers than lower level Pokémon that could easily exceed the combat power cap.

>How come Gligar is meta but not Gliscor?It's mainly that Gligars base combat power and proportionally lower attack allows it to have higher overall stats than Gliscor. Niantic (the creators of Pokémon GO), recently buffed Aerial Ace (the main thing to make Gligar meta) and Dig (putting it basically on-par with Earthquake), so they basically have the same movesets but one has better stats. Gliscor is still decent though, it's top 35 in Great League (1500 combat power restriction) and top 30 in Ultra League (2500 combat power restriction).
