They already stated that she's based off of a trainer that Sugimori admits that he created to fill in a space for the three starter pokemon to face off with one another (which were then use as a basis for Squirtle's trainer in Pokemon Adventures). This is her only official appearance, as her FRLG design were treated as a separate entity at this point (especially in regards to Pokemon Masters).
