Guaranteed freeze would simply be broken. The only way to make it at all viable would be to rework the freeze status, so that it wouldnt result in 50/50 coin flips forever. Maybe something like this (to differentiate it from sleep):

So, like, first turn is guaranteed freeze, second is 20% chance to wake up, third is 40%, so on until eventual 100% thaw chance. Other balance factors would likely need to be implemented too, such as:
>fire and ice types can't be frozen
>sunny day result in an instant thaw
>hail decreases thaw chance by 50% (so +10% chance every turn)
>using a fire type attack instantly thaws
And so on. As it stands, it's not a very balanced status, but it could easily be worked around for gen seven.
