Victini was widely distributed in the early game, so people everywhere have stories about using it in game. Maybe someone adopted it as a bro, it's certainly small enough and cute enough to be a shouldermon, and its at a good enough powerlevel that it could be someone's ace. None of these are wrong because ace/bro/shoulder are all ways of telling a story even if that shitty fanfiction doesn't actually get written.
