That is interesting, but I have to wonder who would replace Marshal and Grimsley with. Iris would have been a cool one, but she's obviously the Champion.
This might sound like an odd pick, but perhaps Lenora would be a good fit? Sure, she's a low-level Gym Leader, but she's noted for being one of the hardest ones in the original Black and White. On top of that, Normal is one of the missing Elite Four Types, along with Grass, Electric and Fairy.
An even stranger idea I just came up with, which I'll admit would require a major change-up of his team: Alder, as either a Bug-Type E4 Member (half his team in-game are already Bug-Type) or Fire (his Ace, Volcarona, is more recognisable as a Fire Type than as a Bug Type, and it would prevent overlap with Burgh). This has precedent: Pic Related, but in his case it was the reverse.
Normal, Ghost, Psychic, Fire / Bug. Seems like an okay lineup to me.
