Pretty much sums up my take. "Arceus" represented in each possible world holds only a fraction of its true potential. The Creation Trio are subgradient to this form embody aspects of the power it had at the birth of the universe based on mortal understanding.

Reposting an ancient headcanon of mine:

Arceus isn't a singular entity, but an interdimensional hivemind of identical Pokemon that exist across time and space (shaped the universe with its "thousand arms"). Unown are carriers or conduits of somekind that focus its power.

It's a metaphor.

Arceus is an entity that exists in every moment in every possible universe, but its power is subsidized. It uses the Unown as carriers to tap into a theoretical singularity and sync itself with its alternate counterparts. Each Arceus constitutes its own arm.
