A Cleffa needs a TM used to learn Metronome. It seems Pokémon have a natural level of intelligence and understanding of humans and human language right from hatching. It also highly seems Pokémon can control how powerful their Moves are when using them, which goes with what I said about them showing restraint to humans.
Also for those that go by Pokédex Entries. The Pokédex Entires for Cleffa mention them riding on meteors/shooting stars.
