Especially when you take into account that the Pokémon aren't even people, they live like wild animals, they're dependent on their handlers and many other things. One could argue that Scooby-Doo is more human coded than the Pokémon yet no one would argue that he isn't a dog.
One example will suffice. The animal characters from Regular Show are very human-coded in contrast. They live like humans, they're people, they're independent, they talk and many other things. While Pokémon show some anthropomorphic behavior they're still very much presented as being like beasts that behave like your pet dog.
