For Dratini farming, the best technique is just using the twitter feed(which has google get directions button you can use on car. If you wanna save on gas, you can go to the beach at night and boardwalk/skate/bike from one end of Ocean blv to the other as they spawn. Not a lot of lures or stops there but water Pokemon spawn like mad by the beach. It's how I've caught 900 or so Magikarps. The sand is hard to walk on though and you do have walk all the way to the coast more often than not since that's where half the Dratinis spawn.

It's the best lure concentration and there's a nearby park where rares spawn. Starters spawn like mad and you can usually get rare spawns within walking distance of the lures if you want. More importantly, it's in the middle of the island so if Lapras, Dragonite or Snorlax spawns, you can get anywhere quicker but you may need a car or bicycle.
