In PU you could use this to support the many slow, powerful attackers such as rampardos or marowak with tailwind, also providing hazard removal and a slow u-turn, with roost for longevity alongside Black sludge. It can also sponge special hits relatively well, and provides a grass and fighting resistance for rampardos. This set has zero offensive prescence, but what can you expect from a mon with base 50 attacking stats? It benefits defensively from an immunity to toxic, as well as to burns from moves like scald that it will probably have to switch into for the attackers it supports. The EVs speed creep other uninvested base 65 mons such as roselia, and the odd HP number means that it can switch into stealth rocks more.
