I think it's all about the plot. When you have Gyms and an established E4 the characters turn into type and theme caricatures. The "culture" of kahuna's and captains allowed them to have characters that are more than just type+job. The characters are better integrated into the story and you have plenty of young characters so even as a foreigner you feel welcomed and part of the traditions. It was the first time I felt the other characters in a pokemon game were my friends.
TLDR: Alola is amateur league and that's always more interesting than the pro league.
