For the sequels they had to mix in the other dex's just so people would play them.

Scaled to the rather non-grandious nature of the Kanto (and Johto) plot, compared to the world-destroying plot of Hoenn, the universe-destroying plot of Sinnoh, the region-destroying plot of Unova, the destroying-everything plot of Kalos and the multi-dimensional plot of Alola, I would say Rocket and Giovanni aren't bad.
Their only weakness is the lack of coherent plot in the Kanto games, which would have been an actual point to mention.
