I'd say taking the region map and starting at the home town, wild pokemon levels should increase by 4/5 every 3-4 blocks you walk away from the hometown, until about the second gym, at which point they sould drop to 3/4 level increase every 4-5 blocks, then finally even out to about 2-3 level increases every ~6 blocks traveled.
