Not to the same extent, but they definitely can do it too, who knows they could probably pull off an Aura Sphere if they tried hard enough. Ninjas like Koga/Janine or the Shadow Triad (who straight up were shown *teleports behind u* high speed movement and jumping across buildings in BW/B2W2).
