Gengar could with the Move Tutor in Gen 1, Gastly couldn't until Gen 2.
Gastly couldn't with breeding until Gen 4.
Gastly couldn't with TM before Gen 7, Gengar could with Gen 2.
This was a retroactive change that didn't make any sense.
I also fail to see how it's "easier that way" when there's plenty of Pokemon who can't learn their pre-evo's TM-based movesets.

However, I do have another issue.
Elgyem's Steel Wing. As far as I can tell, はがねのつばさ cannot mean anything other than "Steel Wings".
