If magnets was literally just a single horseshoe magnet with a face, then it would be unfinished too. As it is, it's someone's junk drawer come to life. Which is kind of what the lore implies too.
Many pokemon are Tsukumogami like that. In this vein, I think Trashbagbunny and Trashbagmonster is honestly better pokemon than icecream. Because while hideous, it is finished. Honestly, give it a smile and bigger pupils so it doesn't look like it's in eternal, excruciating existential suffering and maybe simplify it a bit by making the garbage even more abstract, and you're golden.
