These guys are low on the hierarchy and just tell you what they're told to say. There may or may not be a blackout but as far as the worker is concerned he's getting paid to stand there and tell people they can't proceed due to a blackout. It's just like driving through an area where roadworks signs are everywhere but there's nobody around.
