Mega Evolutions were decided not to be completely different Pokemon, so that's why they're represented in that section.
The people arguing in favor of Mega Evolutions being evolutions are more correct. Functionally, they behave more like evolutions in battle despite them being temporary. Canonically, Korrina's grandfather Gurkinn actually describes them as "an evolution beyond all other stages of evolution". I'm afraid there's not much room to dispute this point here, since even Formes have more permanence than Mega Evolutions.
