It's based partially on a basilisk, as well as probably the serpent from the Garden of Eden, which was directly called a dragon because dragons and serpents are closely associated with each other in these kinds of myths.
But the real reason I think Grass/Dragon works on Serperior is the dynamic. What does Serperior have to feel superior ABOUT? If it was a Dragon Type it would actually explain why it acts regally and above everyone else, because dragons are powerful and the top of the food chain. In Japan dragons were associated with the emperor as well as any super high-class noble, which Serperior undoubtedly is. (I know Serp is French but shut up).
Overall I really like the idea that it acts so haughty and commanding not because it is some prim snooty narcissist, but rather it is a fucking DRAGON so it lords over things because what Serperior advertises actually does match what it's selling. It is the king of serpents, a true lord. That's way cooler to me.
