It's generally worn by craftsmen or workers and are made of wood. In Diggersby's case it's made of mud to showcase that it's a digger Pokemon (a worker).
It's actually a pretty well-thoughtout design. Problem that it's more of a dissonance between regions (non-Japanese wouldn't get it).
