Dark blue - 1 tiles
Blue floor
Green + 1 tile
Yellow + 2 tile
Orange + 3 tile
Red + 4 tile
Pink + 5 tile
Magenta + 6 tile
White + 7 tile, and then it repeats from dark blue.
As you can see, some of the blue is underwater, and the other side of the river is +3 tiles higher than the forest floor (counting the dock, which would be attatched to orange. I didn't colour it since it's not a land mass)
I understand what you were trying to do, but since the forest floor drops only 1 tile on the bottom left, it skews your whole map.
Also, you have a lot of rocks and flowers on ledges. Stop that. As well as using multiple types of rocks(13) and trees(7).
